A heptagon surrounded by 7 heptagons surrounded by 14 heptagons. I was originally going to fill in some of the complete graph in each of the small heptagons but my wife said she liked it just as it was so I left it.

You cannot draw a heptagon using straightedge and compass and following the rules. These are creating by cheating using measurement and the approximation of 13/15 for the ratio of the side to the radius.
